September 29, 2005
The Mayor Sez…
Sac County Supervisor Jack Bensley, Police Chief
Bruce Henderson, and myself attended a simulated 5-day power outage scenario
put on by our Sac County Emergency Mgmt. Coordinator Jim Bullock. The exercise
made us all aware of things we need to have in place when the real thing
happens. Getting water was one of the main concerns and, also, getting fuel
for our generators.
For your information Command Central in Odebolt
will be the Fire Station. Our first responders (fire, ambulance, police, and
yours truly) will be on duty almost immediately. Your phones WILL work as the
telephone company has a generator that will kick in immediately. People with
RV’s will play an important role in the refrigeration of certain medications.
A host of other items were addressed and I will be making recommendations to
the City Council on looking into a generator or generators to power certain
vital pumps and equipment. Grants could be available for the above items,
however, FEMA could be out of money for the duration with all of the hurricane
problems. Here is where the one cent local option sales tax could help us
without raising our property taxes a penny! I pray that the penny tax passed.
From the ‘Bolt,
R. J. Rex, Mayor of Odebolt

Sac County Supervisors-The scoring of a hog finishing
unit building application, based on the county's master matrix, was discussed
during the Sac County Board of Supervisors meeting on September 20. The
proposed building site is located in Wheeler Township. Taking part in the
discussion were the supervisors and county sanitarian Sherry Wilson.
Wilson raised concerns about manure being spread on highly
erodible land, the close proximity to a water source as well as the number of
acres that would be involved in manure application.
Due to the concerns about the scoring, the supervisors
made the decision to send a letter to the Iowa Department of Natural Resources
denying the building permit.
Odebolt Women Receive Award-At the Odebolt Rotary
meeting, Tuesday, September 20th, Verna Mae Schwaller and Thelma Schroeder
were presented with the 16th annual Rotary Community Asset Award. Verna Mae
and Thelma were recognized for their exemplary volunteer work on the Odebolt
Historical Museum. The Community Asset Award is presented annually to Odebolt
citizens who through their business or community service are assets to the
community. (See the photograph in this week's Chronicle.)
MetaBank Charity Cook-out-Renae Babcock, branch manager, recently
presented a check from the proceeds of the MetaBank Charity Cook-out to
Odebolt Museum members. The eighth annual charity event was held September 15
at MetaBank with employees and volunteers from the Odebolt Museum preparing
and serving BBQ pork meals. (See the photograph in this week's Chronicle.)
Attends Fifth District Convention-Lucy Huldeen attended the Fifth
District Biennial Convention of the Iowa Federation of Republic Woman on
Saturday, September 24, 2005. The convention was held in Denison, Iowa at
Little China. The 85th anniversary of the ratification of the 19th Amendment
to the Constitution of the United States of America was recognized.
Guest speaker was Amelia Jenks Bloomer (portrayed by
Dannette Hein-Snider). Mrs. Bloomer was editor and publisher of "The Lily"
and renowned proponent of women's rights.
First Aid Kit to Ag Dept.-Sac County Farm Bureau Voting Delegate, Carol
Raasch, presented a Firt Aid Kit to students Austin Bobzein and Colton
Carstensen, representing the Odebolt-Arthur Ag department and FFA. (See the
photograph in this week's Chronicle.) The Sac County Farm Bureau, in
observation of Agriculture Safety Week, presented especially packed First Aid
kits to all the Ag Departments and FFA's in the county school districts.
The week of September 19th through the 26th is observed
as Ag Safety Week as many farmers head out to the fields for harvest season.
In area Co-ops and grain receiving centers, the Sac County Farm Bureau is also
providing drivers with the reflective Slow Moving Vehicle signs for their
wagons if they are lacking one. We congratulate area farmers on their safety
measures taken, and hope for an accident-free harvest.

From Mayor Rex
Joan Godbersen, City Clerk, has informed me that six
people have taken out papers for the upcoming City Council election.
I am running unopposed for Mayor. The deadline for filing was 5
p.m., Thursday, September 22nd.
Council members whose terms will expire at the end of
the year are Mary Jean Thompson, Jim Scott and Mark Hansen.
Those seeking election for these three open Council
seats are as follows: Duane Einspahr, Keith Flink, Gary Gritten,
Mike Hoefling, Jeff Holmes and Jim Scott. Scott is the only incumbent
seeking re-election.
This may be the first time in years that we have had
this many candidates file to run for the city council.

LOCAL OPTIONS SALES
TAX
Voting Results of the
Local Options Sales Tax Referendum held Sept. 27 in Sac County.
- from R.J. Rex, Mayor of Odebolt
Here are the final
tallies for the nine cities and rural areas in Sac County:
Rural areas: 128 for---64 against; passed by 66%
Schaller--passed by 91%
Nemaha-- passed by 77%
Early---passed by 89%
Sac City--passed by 70%
Lytton-- passed by 59%
Odebolt - 75 for - 6 against, for a total city vote of 81; passed
by 94% (highest % in the county, rah rah!!)
Lake View--passed by only 12 votes --55%
Auburn-- passed 85%
Wall Lake---passed 77%
What this means is that Sac County will have the penny tax 100%.
The Chronicle, Vol. 114, No. 38
September 22, 2005
The Mayor Sez…
The L.O.S.T. vote will be next Tues., Sept. 27th.
L.O.S.T. stands for Local Option Sales Tax (one cent, one penny, or 100
mills). I strongly urge you to vote “YES” on this extra penny sales tax. It
WILL help to keep us within budget-limits and that equates to NOT RAISING
PROPERTY TAXES! The sales tax method is the fairest tax in the land because
everyone pays it. We all pay it when we go to 88 of the other 99 counties in
Iowa. Why not let our friends and neighbors from other counties help us out a
tad, too? Vote “YES” it is the right thing to do.
Know this, irrespective, if Odebolt votes “YES” and the
other Sac County towns do not, Odebolt will get the penny tax; they won’t.
From the ‘Bolt,
R. J. Rex, Mayor of Odebolt
Special Election for Local Option Sales Tax Sept. 27 - A special
election for a local option sales tax (LOST) in Sac County will be held on
Tuesday, September 27 throughout the county. Polls will be open from 7 a.m.
until 8 p.m.
A sample official ballot and Notice of Election can be
found in this week's Chronicle. Voting in Precinct 6 will take place at the
Odebolt Fire Station for registered voters of the following: Odebolt Inc;
Richland Twp; Pt Clinton Twp EXCEPT sections 32, 33, 34, 35, 36; Wheeler Twp.
Supporting a local option sales tax in Sac County would
mean that residents will be supporting projects here at home-just as they
support other communities' projects when they shop in their retail sector.
According to the website for the Iowa Department of
Revenue and Finance (IDRF) (www.state.ia.us/tax),
Sac County is one of only 13 counties in the state without any city/county
local option sales tax. (In some counties not all of the cities are
represented as having the additional tax and many were imposed at different
times.)
According to the IDRF's formula, Odebolt would gain
$43,290 annually from an additional one cent local option tax. Unincorporated
Sac County would gain $228,422.
Remember as people travel and shop throughout the
state, they disregard the fact that by paying the extra one cent sales tax in
other areas, they are supporting the infrastructure and project needs in those
communities. They are shopping in retail establishments, stopping at
convenience stores, staying in lodging facilities, and all the while spending
discretionary money to the benefit of that area.
The following is text from the City of Odebolt Public
Measure F sample ballot:
SHALL THE FOLLOWING PUBLIC MEASURE BE ADOPTED?
? YES
? NO
A local sales and service tax shall be imposed in the incorporated area of
Odebolt at the rate of 1% to be effective on January 1, 2006. Revenue
from the sales and service tax shall be allocated in the incorporated areas of
the City of Odebolt as follows:
20% - Property Tax Relief
The specific purpose for which the revenue shall
otherwise be expended are 80% - Pool maintenance and upkeep, street repairs,
storm and sanitary sewer repairs, improvements to historical buildings,
capital improvements, and any lawful purpose for the City as determined by the
City Council.
The following is text the Sac County Public Measure J sample ballot as to
revenue allocation:
The specific purposes of which the revenue shall be expended
are: 50% to Capital Improvements, Capital Equipment, Infrastructure, Debt
Reduction, and any other Lawful Purpose of the County as determined by the
County Board of Supervisors; and 50% to Property Tax Relief.
Letter to the Editor - Sac County residents are urged to go to the
polls on September 27 to vote on the local option sales tax. Most of the
counties in Iowa have already passed this measure in an effort to fund
municipal projects at a time when current avenues for funding have reached
their limit.
Recently, Sac County Farm Bureau members indicated
their support for the local option sales tax vote. Half of this tax will be
used for property tax relief in the rural areas and the remaining half will be
used for projects that our county supervisors have deemed necessary for the
county.
Please vote "yes" on September 27 for the local option
sales tax.
- Russ Davis, President, Sac County Farm Bureau
Rotary to Hold Steak Fry Dinner - The Odebolt Rotary will hold a
steak fry dinner on Monday, October 10th, 2005, from 6 to 8 p.m. at the
Odebolt Community Center. The tickets are $20 each. All proceeds from the
event will be donated to the Odebolt Museum Restoration Project.
Museum volunteers are currently raising funds to repair the
back display area by replacing the flooring and dry-walling the walls and
ceiling. There are future plans to restore the upstairs for additional display
areas.
Please support both the Odebolt Rotary and Odebolt
Museum by attending this event on October 10th!
Donate to Hurricane Katrina Victims - Hewitt Trucking of Ida Grove
is donating the use of a truck and trailer to haul supplies and donations to
Hurricane Katrina victims.
Area residents are asked to donate non-perishable food
items, water, clothes, toys, diapers, paper products, etc. When the truck is
full, Hewitts will coordinate plans with local officials to deliver the
supplies to the necessary locations in the Louisiana area.
The truck will be available at
the Odebolt Community Center, Sept. 26, 10 a.m. to 3 p.m.
County Legion Flag Retirement - The Association of American Legion
Posts of Sac County will meet with the Early Post on Saturday, October 9, 2005
at the Early Community Building at 5:00 p.m. for the purpose of retiring
unserviceable flags. This is a solemn and reverent ceremony which is open to
the public, and they are encouraged to attend.
People may want to leave their worn, faded, or
unserviceable flags with any American Legion members, at the V.F.W. Hall in
Sac city or the Early City Hall.
Sac County Supervisors - Concerns about a proposed hog building site
were expressed to the Sac County Board of Supervisors during their meeting on
September 13. Two Wheeler Township landowners presented a list of concerns
regarding a building permit application that has been received. The
supervisors took no action on the matter other than to say that they would
discuss the application scoring concerns with Sherry Wilson, county
sanitarian.
Odebolt American Legion and Auxiliary Potluck - Roose Post #313 met
Tuesday, September 13th, at the Odebolt Community Center for a 6:00 potluck
supper. About fifty members enjoyed listening to the experiences of Boys and
Girls Staters.
Commander Jim Scott announced the Legion Committee
Chairmen for the coming year. Roger Neville is Legion Membership Chairman.
Auxiliary President Phyll Tiefenthaler announced the
coming events. New Auxiliary members were welcomed during the evening.
Women interested in joining Auxiliary should contact
membership chairladies Donna Barclay or Wanda Carrier or any current member.
Odebolt High School Class of 1945 - On Friday, September 9th members
of the graduating class of 1945 from Odebolt High School met for a 60th class
reunion. They toured the Odebolt Community Building before sitting down to a
delicious dinner catered by Sheila from the Arthur Café.
Saturday morning members attended a lovely brunch
served at the Hattie Grace Boarding House.
The class members voted to give a monetary gift to the
Community Building Fund to purchase tables and chairs. (Pictured in The
Chronicle are the 13 members of the class who attended the reunion. See
2005 Class Reunions page.)
Cookout Raises Money for Museum - More than $450 was raised for the
Odebolt Museum at the eighth annual Meta Bank Charity Cookout on September 15.
MetaBank employees and volunteers from the Odebolt Museum prepared and served
BBQ pork meals to more than 70 hungry attendees.
"We'd like to acknowledge the businesses who helped
make this event a great success again: Jamboree Foods and Cookies Food
Products," said MetaBank Branch Manager, Renae Babcock. (See this week's
Chronicle for two photographs of this event.)

The Mayor Sez…
News flash! Our break-in artist has been
apprehended! Through some very good police work a search warrant was issued,
an arrest made, and many stolen items have been recovered. From the stolen
items that have been recovered the perp has been doing his nefarious deeds for
over a year or more both in Sac and Ida County. I want to thank Deputy
Rudisill and Chief Henderson. I would be remiss if I didn’t mention and thank
the Sac Co. Sheriffs Dept. for all the diligence and effort put forth by them.
We salute!
Want to thank Pat Bengford (Ken Bengford’s son) for his
generosity to our Memorial Walk Park. Pat hails from California and visits the
‘bolt and our RV park on a regular basis.
Last, but not least, many times you will hear me talk
about our City Treasures. We also have a City Treasure outside the City limits
of the ‘bolt. Over the years Jack and Jane Hogue’s Prairie Pedlar has gained
national prominence in various publications. What a great picture and article
in the Farm News. We congratulate you, Jack and Jane, and wish the
“Pedlar” well!

MidAmerican Alerts Customers to Rising Prices - Natural gas is more
expensive now than it was a year ago and the increase will likely cause
heating bills to be higher this winter. The cost of the natural gas commodity
is the major portion of a customer's bill and is expected to increase by
30-40% over last year.
MidAmerican Energy says to plan ahead for higher bills
this winter by saving now. "With Budget Billing, monthly bills are based on
your average monthly energy use for the previous two years. It's not a
discount program, but it does provide for a more predictable bill each month,

The Mayor Sez…
The main topic of conversation this past week has
again been “gas”. The kind of GAS we put in our vehicles to make them go. Back
in the old days when we were kids running around in our old Chevys and Fords
we always kidded about our gas tanks being rusty on the inside above the 50
cent mark. That would equate to about 3 gal. @16 cents a gallon. Nobody had
any more money than that to buy gas. (You had to SAVE a dime back so you could
go to the show on Friday night.) NOTE your girlfriend had to pay her own
dime to get in; you ALWAYS met her inside the theater.)
I wonder if the kids now-days say, “The inside of the
gas tank on my car is rusty above the $7.50 to $9.00 mark (about 3 gal.).
Hmmmmmm?? Probably not, since almost everyone has “plastic” now days.
All kidding aside, what bothers me more than anything
is that I received a brochure from MidAmerican energy saying my heating bill
is going to be 40% higher this heating season. That’s scary!! The only thing
that I can think of is start now to prepare for this monthly “budget wrecker”.
Mid Am Energy will provide a specialist to come into your home and make
recommendations on how to save on your heating bill. I strongly urge everyone
to do this as it is going to be a financial strain on our checkbooks, no
matter what! (And please pray for a mild winter!)

For the third year, the Odebolt Youth Fellowship sent a team to help
with the Appalachian Service Project, a Christian ministry that addresses the
housing needs of Central Appalachia. The 7-member group spent from July
30 to August 7, 2005 in Letcher, KY working at sheet rocking, taping, mudding,
sanding, framing, hanging a door, carpeting, doing the bedroom woodwork,
soffit, sealing the top of the trailer, and developing a relationship with the
family in whose home they were working. They participated in the
completion of a bedroom for two adorable girls, who had previously been
sleeping on their living room floor. It was truly an awesome experience
for the group. The mission team will be sharing their experience with
area churches and local organizations that helped sponsor them.
Participants were Brandon Bergman - APS Staffer, Steve
Gunderson, Kyle Carroll, Kris Gunderson, Tayli Thompson, Kim Neumann, and

The Mayor Sez…
When this is read we will rapidly be approaching Labor
Day weekend. Whew! Where did summer go? Anyway, to those of you that are going
to travel my message is to drive safely and for those of us that are staying
home, well, look how much gas money we will save. To me a gas pump these days
is like a big slot machine; plug in the card and get a little gas and poof;
before we know it we are pulling the pump handle again.
If I were a younger person I would run for Congress. In
the old days one of the campaign promises was, “A Car In Every Garage”. That
wouldn’t fly today as nobody is going to have any money to buy gas for that
car. I think my slogan would be, “Cheap Gas for Every Tank!” And then, they
even talk about a shortage of gas. At least, that’s one thing that Washington
has NEVER been, short of –GAS.
